Hi Bill, I'd like to get your professional opinion on what to expect regarding the future of HVCC.  I'm a small independent appraiser, but my immediate future rides on the outcome of the bill to overturn it, or a moratorium.  Thanks.

Bill and Gregg.  I for one hope HVCC gets overturned or at least put on hold until someone figures out what changes need to be made.  I saw a CNN News piece where the interviewer said that HVCC protected the Buyer and was therefore a good thing.  It's a shame they put misinformation like this on the news. I don't think this is "helping" anyone.

Unfortunately, in NYS for example, even if HVCC is not nationally mandated, it will be enforeced in NYS, since it is an agreement between NYS Attroeny General Coumo and FNMA and FHLMC.

There is significant room for modification, but the HVCC will, unfrortunately be here for many years to come.

Hope my answer does not upset you too much. But every other profession has had to deal with a capitation including doctors and lawyers and even hospitals through pre-negotiated dicounting.

I may not agree with it, but I live within the concept that it is probably here to stay.

Thanks for your information on it.  Feel lucky that you've moved on to education, and don't have to rely on AMC's for work.  I was never blacklisted by any lender during my 18 years appraising, so I must have been a decent appraiser.  Yet, with the exception of one AMC, none of them will pay a living wage, and the one that did offer me work, is now going to blacklist me because I wouldn't give into their lender pressuring.  HVCC can only survive if it's accepted by the industry.  Like the Eagles sang, I'm "Already Gone."

I can only speak for myself. I am a General Certified Appraiser snad educator for over 30 years, when appraisers thought I was foolish since there was a great deal of mnoey to be had as an appraiser.

Yes the market has changed. So has every market known to this economy. A doctor 30 years ago received $ 100 per visit, paid upfront and the patient waited for reimbursement after a deductible from their insurance company.

Now, 30 years later, the patuent pays a co-pay of $ 20-30 per visit, and the doctor must emply a full time employee just to get the additional $ 20-30 so a doctor with $ 300,000-$ 500,000 in student loand and Malpractuce inusranbce of $ 75,000 annually is averaging $ 45-60 per patient, per visit. It is not much different in the appraisal industry. We have to work smarter, not harder. No matter how many times we pound our head against a brick wwall, we eventually realize that the wall will not move, but our head will hurt the longer we keep pounding.

General Appraisals and FHA and VA work is not under the direct control of AMC's. Nor is estate, divorce, bankrupcy and foreclosure work. In NY these items account for upwards of 70% of the market. What is your fee for an FHA assignment, and can you do it directly or are you accepting fee split work, which is not much different from AMC work?!

Just asking, because there are many APPRAISERS who are still making a living in this marketpace. And Active Rain is a great place to market to attorneys. accountants, etc. ~ Any appraisers are not looking to develope their long term business plan to change their focus, is not working smarter, just harder. Reformulate your business plan to include many different purposes, uses and scope of work assignments will change your income stream, and possibly your understanding on how the economy and appraising in the US has changed for everyone.
