To its defenders, the California Integrated Waste Management Board is a national leader in protecting the environment by increasing recycling and reducing the glut of garbage in landfills.

Its detractors call it a high-salaried recycling bin for termed-out politicians and political insiders.

Gov. Arnold Schwarzenegger, who has yet to blow up many bureaucratic boxes, wants legislative approval to junk the waste board and the $132,178 annual salaries for its six appointed members.

His proposal comes barely two months after Schwarzenegger and the Legislature appointed termed-out lawmakers Carole Migden, Sheila Kuehl and John Laird to the board.
