New NYC quiet law begins today. For the first time in 30 years the noise code in New York City has been changed. Effective today July, 1 2007 there are new rules regarding noise in the city.

According to an interactive survey on The Call Live Wire:http://ny1.com the other night, the three top noises that annoy city residents are:

  1. Traffic
  2. Dogs Barking
  3. Mr. Softee (Ice Cream Truck)

Mr Softee

For some time now the city has had a special phone number 311 set up for all kinds of complaints and consumer/public non emergency service. By calling this number to complain about noises the offenders can be fined  $175.

Mayor Bloomberg has been a great manager for the city with many creative ideas. I wonder how these new rules can be enforced and where do you draw the line? Can someone be fined because their baby is crying?

Having lived in the city for many years you get used to certain city noises. Sometimes when I go to the country or the beach I have to adjust to the quiet. The first night the crickets usually keep me up all night.

Under the new rule. If a dog is barking for 10 minutes straight or 5 minutes at night you can call 311 and report the dog owner/your neighbor. Some other noises mentioned as most annoying are: Car alarms, construction, loud cell phone conversations even crying babies.

I'm lucky my apartment is very quiet. I look out at a church steeple. To me it was a selling point, I think it is a beautiful view and I enjoy hearing the Church bells. Working with buyers I know some people would find church bells annoying some people hate the sound of air conditioners.

Several years ago I had a neighbor with a barking dog. The problem was she was being cruel to the dog by leaving it alone for long periods of time and I was able to see it tied up in the window. There was little that could be done. Finally I confronted her and told her I was calling the ASPCA because she was being cruel. I asked her why she left it tied up in the window. She explained she thought that was how to train it. I told her I never heard of that method and it was total cruelty. Shortly after she approached me and told me she left the dog with her mother.

It is 4th of July weekend maybe I'm just a Softee- but fining Mr. Softee and Good Humor for ringing bells and playing music on their ice-cream trucks seems un-American to me.

Hi Pat,

Lol. It wouldn't bother me. I have a neighbor across the hall that is a concert pianist. She usually practices in the afternoons and sometimes has accompanists with other instruments.  Sometimes I stand in the hall in front of her door with my other neighbor listening and admiring the beautiful music.

Only a true grinch would complain about an ice cream truck.  A dog barking for log periods would be annoying, but not enough to cause a $175 fine.  Traffic, on the other hand is uncontrollable.  What are they going to about pile drivers and jack hammers???

I have to draw the line at Mr. Softee; it's not like this truck is peddling popsicles at 3 am yes? I always smile when I hear the truck on my street and I'm an only child and prone to crotchetyness :-)

Lenn, Noise jackets are required for jack hammers I don't know how pile drivers can become quieter. They sure are loud.

Carole, Thanks for noticing the number of my posts.

I have a Mr Softee at my corner, he is there everyday all afternoon and evening, I've never heard a sound other than little voices:

"mommy daddy can I have ice cream....please."?

My most annoying noise in the city is the screeching brakes on subway trains. The mayor and the MTA should be able to fix that, the MTA has enough money.

Get new brakes on the trains or train conductors how to stop slowly. Also when the conductor makes an announcement the intercom is so loud you have to cover your ears and can't understand a word they are saying. He or she just announced they are running late so they will be skipping your stop after it's already too late to get off.  (ok now you know my pet peeve) lol

Dog barking can get out of hand. We had a neighbor that would leave the dog tied outside all day long all summer, the dog would be howling by the end of the day. Thinking back, it would have been nice to call the noise police. But I don't know how you can really do anything about crying babies. Are they really going to fine some new parent because their baby is upset?? It will be interesting to see how this plays out.

Hey Melissa,

Yes the barking can get to you. My neighbor went out of town and left the dog in the apartment not only was it barking it was banging the door to get out. I can't imagine anyone calling the noise police about a crying baby it sure will be interesting too see how it plays out.

As I sit and listen to illegal fireworks going off in all directions each night I just have to laugh at the foolishness of government... I agree noise gets out of control but another unenforceable law that requires more taxpayer money is not the solution.

Dan, I agree, since I was a kid illegal fireworks would be going off in every direction the week of 4th of July. Kids will be kids. It is funny to think government can stop noise.

We used to live over a Gristedes and there was a Sloans across the street. The garbage trucks churning for 15 minutes at 4 AM was my pet peeve! Now that is noise enough to wake the dead!

Mitchell, Our neighborhood was about as quiet as you can ge in Manhattan, 1 block from Gracie Mansion.. but living on the 2nd floor over Gristedes (wich is still there) well it was like that truck was in our living room..LOL.. And you know how long they spent  there loading all those cartons...Yikes!
