1 - learn how search engines operate and give them what they want.
2 - do your keyword research so that you are targeting the most searched for, profitable keywords.
3 - blog consistently on Active Rain; it gives you the most bang for your time.
I've written a couple of articles on tips 1 & 2, and will post them on my blog in the upcoming week.
The only thing you mentioned which is questionable is the paid service with the 200 links to your site. The search engines are always changing how they do things and can actually penalize you for some things - like some of the links these companies provide. The search engines don't really want you to know exactly what they are looking for.
You do want links from relative/important sites - like activerain, directories, etc. I do searches and if I see my competitor coming up on a directory I'm not listed under I sign up. I only sign up for the free listing. The other thing is having keywords in your domain name, page title, content and meta tags/description.

First thing you need to understand is that there's no such thing as best bang for the buck when it comes to seo and search engine marketing. If someone told you blog posts were the best and that's all they done to promote your site, your inbound link structure would begin to look very awkward to the search engines which will eventually hurt your placement in the search results.
The best plan is to set a monthly budget for online marketing. Then, based on that budget, you try to spread your link structure across as many viable avenues as possible. For example, let's say you have a $1000 a month online marketing budget. Based on that, you would do a campaign something like this:
A. 200 search engine friendly directory submissions with various link titles spread over 4 weeks (100 per week)
B. Two 500 word article written and submitted to our list of 1000 article publisher with two links back to your site
C. 125 social bookmarks from the leading social networks like Digg, Facebook & Reddit
D. Blogeting custom package consisting of 40 posts with 1-2 links back to your site in each post. All sites have at least a PR 1 and some go up to PR 4 or 5.
E. One 500 word press release written and distributed to 100 PR sites, Google News, Yahoo News, 85000 Registered Journalist, 22000 Newsroom, PR Newswire and GroupWeb Network enables you to reach Global, National and Local Newspapers, Television and Radio stations, 60,000 Trade publications and over 4,000 online news sites, databases, intranets or extranets.
F. 150 forum posts in relevant topics of 350 high PR forums
G. 150 blog comments from relevant blogs related to your niche and targeted keywords
This type of link building campaign will yield a variety of links spread across numerous IP addresses and server locations which looks very natural to search engines.
