At the Hearing before the Senate Banking Subcommittee on Housing, NAR President Pat V. Combs stressed, in addition to NAR's Responsible Lending Principles, the need to ensure that appraisals are based on sound independent valuations and the need for increased disclosure to the borrower on the methods used, and the opinions obtained, to determine property valuations. NAR was joined in its call for appraiser independence by the Appraisal Institute. According to a recent survey, over 90% of appraisers have experienced some form of pressure to meet a targeted value. 75% of appraisers fear that they would be blacklisted or suffer a loss of future business if they fail to meet a target valuation. Though the hearing focused largely on the need to provide greater regulation on mortgage originators, senators also noted the need to ensure that mortgages are offered based on sound independent appraisals. S. 1299, the "Borrowers Protection Act" also contains provisions that would prohibit improperly influencing the appraisal process, and strengthening appraisal independence.

I fear that i will be blacklisted by banks if i overinflate value, not fail to meet a value that is sought by a perspective lender
