Jim Welch is the Public Relations Officer of Bel Air. As the Public Relations Officer, he is the liaison between the town and the county, state, town businesses and residents. One of his well known accomplishments is the management of Bel Air's Street Scape project. As liaison, Mr. Welch was able to help obtain a grant of 7 million dollars from the state towards the construction of Main Street which is changing the face of the heart of Bel Air. Along with this project, The Maryland Main Street Program is currently in progress. This revitalization effort is drawing new businesses to our area as well. Mr. Welch truly gives back to his community through his service, but also in his dedication to several committees and foundations:

The Greater Harford Committee  - works with the chamber of commerce to showcase Harford County in Annapolis to legislators in an effort to enhance Bel Air.

Board Member of Close Foundation- raises money for the troubled youth of Harford County working with Family Services and Family Court.

President of Rotary Club- Its motto is "Service Above Self." Mr. Welch's goal is to help the homeless, helpless and hungry. The Rotary Club just gave $3,000 to Harford County Family House. The Rotary Club raises money through fund raisers to award scholarships to every high school in the county and the Harford Community College.

The Greater Bel Air Community Foundation- recently granted $5,000 to several of Harford County's elementary schools, $25,000 to ARC and $25,000 towards a wood-shop at the Equestrian Center for county seniors.

Al Cesky Foundation - gives $2,000 to one male and one female at every high school in the county. 2 winners from this pool receive a $5,000 scholarship based on academics, service, and athletics.

Rockfield Foundation - This manor is owned by The Town of Bel Air and used for events. The foundation keeps the manor maintained and viable for public use.

Mr. Welch is quite an asset to our community. With his service, Bel Air continues to improve and be a wonderful place to live.
