Lead Based Paint and Contractors!!! In Virginia Beach

Homes in Virginia Beach with potential lead based paint and contractors are soon going to be very initimate.  On April 22, 20101 any contractor working on a home built prior to 1978 will need to be be a "EPA certified renovator".  This work only pertains to the disturbance of lead based paint.   I think a lot of the work done inside a home would qualify in some way or another.  If it is a firm doing the work then at least one worker on the job must be certified.

Beginning in April 2010, federal law will require that contractors performing renovation, painting projects and repair work that disturbs lead-based paint in homes built before 1978 must be EPA certified and follow specific work practices to prevent lead contamination.

I wonder if it would be better to have a pre-1978 home inspected for lead and have the inspection firm say it is lead free.  Especially in rentals, this may save a lot of headaches.
