Homeowners assocations can be both good and bad

My owner is a Realtor for Century 21 Award in San Diego's Mission ValleyThere are an estimated 6,000 homeowners associations (HOAs) in San Diego County, and 43,350 statewide. They do a lot to help maintain property values in their communities. However, even though we've been in a Level II Drought Alert for almost a year, saving water does not seem to be a priority for many HOAs.

While some HOAs have taken to xeriscaping their common areas by planting drought-resistant and native vegetation, other HOAs not only have balked but have also forbidden their members from doing anything to the landscaping on their own properties that "detracts" from the overall appearance of the condominium community.

The disagreement gets even more disagreeable when it comes to artificial turf. Replacing 1,000 square yards of grass with artificial turf would save about 112-156 gallons per day depending on coastal or inland location. That's 41,000-57,000 gallons a year! If just one thousand people converted to artificial turf, the savings could be as much as three million gallons of water a year. With just an annual savings of 30,000 gallons, one could:

  1. do 1,200 loads of laundry with an Energy Star washing machine, or
  2. flush a low-flow toilet 18,750 times

Not that I'm suggesting you do more laundry or flush your toilets more to make up the difference! 

Assemblywoman Lori Saldaña from San Diego has introduced Assembly Bill 1793 that would require HOAs to allow artificial turf installations while also allowing the HOA to establish design and quality standards for such turf.

That is a lot of water for sure -- fortunately in Arizona we have more HOAs that seem to be oriented to natural desert landscaping for common areas.

The artificial turf is beautiful if installed correctly. My husband has used this in some of his landscapes and puts hills and dips to make it look 'almost' real. Very nice water conservation post Jim!

It's not just HOA's that are the problem.  I see broken sprinklers in lawns in front of city hall, the police station, the Vet's building.  We are being told to conserve but the folks telling us aren't setting very good examples.  We all have to pitch in.  Even the crazy water cat.  Good post.

Hey, Ted - It is, but since we're still in a Level II Drought Alert, the water districts encourage us to conserve water with a little poem: "If it's yellow, let it mellow. If it's brown, flush it down."

Hey, Bob and Carolin - Many people here know that because of our mild Mediterranean climate, if you water it, it will grow. They don't seem to realize that there are options that you don't have to water, and it will still grow.

I could understand why some people might not want the artificial turf but I think if the benefits of it, the immense savings, were displayed and highlighted to potential new buyers in the complex than that could be a major selling point.

Hello Jim, For the longest time, I really did not care for the artificial turf idea.  However, if it is installed properly, and professionally-I can see where it would be well worth it.  Valuable information, Jim.  I appreciate your report and encourage our HOA's to take a second look at the whole picture.

Had no idea just how many condo HOA's there were in the state! Pretty sad that many HOA's aren't realistic as far as landscaping now days. Many scientists think the drought situation is here to stay. When their water bills start sky rocketing, they will probably change their tune.
