Some of the pros of living in these areas, according to Yahoo!/Forbes, is that these are some of the most affordable locations to buy since there is a high supply of houses.  On the other hand, the cons are that some areas have "restrictive growth policies" preventing a sprawl, hence there will eventually be a limited supply, increasing the demand and raising the prices.
