There is currently an ongoing drama in a town that I cover.  A woman owns 22 Shih Tzus and the town has forced a legal battle to have her get rid of all but 3 of them.  You see, there is a local zoning ordinance that only allows ownership of up to 2 dogs without a permit.  Clearly 22 dogs is a tad more than 2 dogs.

The issue is that no one has really complained about her dogs.  She keeps them clean and quiet.  Most people in her neighborhood had no idea she even had so many dogs until the issue became public.  She lives in a very desirable neighborhood in town.  She has so many pets simply because she has taken them in because no one else wants them.  Some have medical ailments and she is willing to pay their vet bills.  Many of the dogs would have been euthanized if she did not rescue them.

At this point the case has gone to court and there was a ruling that went against her.  Zoning fines will start piling up in a hefty amount after a short grace period.  This breaks my heart because the woman is clearly properly caring for the animals and her surrounding neighbors have not complained.  At this point she may have to move out of town in order to keep her family.  How sad.

I am curious to hear your thoughts on this issue.  Do you think this is reasonable?  At what point should the town get involved?  I understand their point from a health and safety perspective, but her situation doesn't seem to be causing a health and safety issue.  Thoughts?

Sometimes the insurance company gets involved...we had one the other day with GEICO....first question the little green guy asked was dogs...what kind?  Pit Bulls or Rotweilers?  End of questions...denied insurance!  The number of dogs with insurance could cause the issue to be address before town even gets involved...if she is a homeowner with a mortgage that needs insurance!

I read the article, and then I read the comments.  I was wondering how it came to the attention of the town.  Seems it was one couple (don't know how close neighbors they were, but someone put their names out there in front of everyone) who were apparently concerned about their property values.  From the comments on the article, some of which were apparently made by other neighbors, they maybe had better start being concerned about their social standing in the community after this.

I started out making the assumption that this was one of those usual "hoarder" situations, but it doesn't sound like that in any way other than the number of animals.

Yes, I can understand the pit bull/rotweiler perspective (which is actually unfair on a different level).

I believe she has lived in the house for many, many years, so there is most likely no mortgage involved.

Amy... It's unfortunate that the government bureaucrats throw their weight around like we live under a dictatorship but rules are rules... She most likely has an expensive fight on her hands that may not turn out in her favor.  If you haven't followed Sarah Cooper's blog you should take a look because she has written several postings about a similar case in WV...

Tricia- Yes, I can see this issue dividing an entire neighborhood.  Ironically, house values in this particular neighborhood have increased nicely the past few years.

Dan- the sad part is that I know several people in West Hartford that have 4 dogs, but they will never be hounded (pun intended) by the local zoning officers.  It's such a double standard.

I used to have a Shih Tzu (Gracie).  It takes about 4 Shih Tzu's to make up one medium sized dog...and they are not barkers.  They don't even shed.  Very sad indeed.
