HELP: Exclusive agency to find a buyer for FSBO

Scenario: For Sale By Owner heard from a relative that an agent offered exclusive agency to find a buyer.  Basically, the agent would advertise the buyer and hopefully find someone who doesn't have an exclusive buyer's representation agreement.

Does anyone know what this means? How did this agent convince the seller to do that for them?  How do they structure it so there are limited services for exposure now and then more services provided once the seller is convinced to move forward with an exclusive listing.

Not sure how they would do that but it seems like a long shot to actually deliver an unrepresented buyer for a particular property...

Oscar, I am confused as well.  She really just wants not to pay the broker fee.  Pretty funny.
