Good news! 

AAR's Vice President of Government Affairs, Meghaen Duger, confirmed today that HB2450 was signed into law. HB2450 states that a municipality can only charge the person that they contracted with for the water and wastewater services.

Not knowing what the bill is about, I'm assuming this is a good thing.

Well, I can tell you how this affects me personally as a property owner.  Our renter pays for her own water/sewer/trash.  If she skips out and does not pay the bill, I no longer am responsible for it.  Our renter is the person who contracted for those services; as such, she is responsible for the bill.
