This response to my email was sent in by a wonderful client of mine. He is very knowledgeable about these types of things and agreed to share his knowledge with all of us. Thank you Tim for sharing.

The key on the Gross Receipts Tax is whether or not you live in an "incorporated" city of 1,000 or more.  Those who live within the CITY LIMITS of Katy (or Richmond, Rosenberg, Houston, etc) would be subject to the Gross Receipt Tax as those are incorporate towns of 1,000 or more.  Those living outside the city limits - virtually every subdivision in Katy south of I-10, except WoodCreek Reserve, are NOT in the city limits and thus not subject to this tax.  (City Limits of Katy: http://cityofkaty.com/how-do-i/what-is-the-city-limits-of-katy/)

Also, many providers do not list this tax separately - they lump of the taxes and PUC charges into one line item so customers may not be aware they are being charged this fee.
