I have never understood why some cities create trash hauling monopolies while others delegate the responsibility to many haulers.
Minneapolis, for example includes trash hauling in the monthly bill for water and other utilities. In many ways this makes a lot of sense. Woodbury on the other hand allows licensed trash haulers to compete for business within the city. Haulers must service neighborhoods on the day appointed by the city, and must offer certain container sizes. The upside to this arrangement is more competition. Haulers must compete on pricing, which benefits the homeowner. Another benefit is more choice. Homeowners can choose many different size containers, and different kinds of recycling packages. Of course the downside to all of this is the multiple trucks which come down the street on trash day.
