"Friday Funnies" - Can anyone tell me who this CRAZY man is wearing this African Headdress?

One of my best friends was given this real African Headdress from one of her friends that was in Africa on vacation, she traded one of her cameras for the headdress.

When I was over at her home in Coon Rapids Minnesota last week this CRAZY man frightened me and so I quickly snapped a photo of him, any idea who he might be?

I don't think he is from Africa but you never know!
