Wow Robert - You hit on a very big question! If it's legal, than I suspect much would have to do with the temperment of the landlord. I remember showing property a few years back to a deputy sheriff. We went into a rental house, and I noticed lights from a closet were shining through louvered doors. When I opened the doors, there on a neat little shelf, were a half dozen plants growing very well within. The deputy (off duty of course), said, "We didn't see that!" I immediately let the seller know however, and the tenant was quickly vacated.
BUT, that was all in the days which "legality" wasn't even hitting the human consciousness:-)
