Government is making it hard again for home owners.  I often wonder about the direction of which was this country is going.  Have you heard yet?   EPA is going to enforce the lead-paint regulation.  How can this affect you as a homeowner and a professional?

The document I have is from the CAR webpage.  Of course as all government documents it is very vague.  It was confirmed that it applies to homes built prior to 1977.  I t does state that that any renovation would require a worker certification.  So what does that mean? Is there a limit?  Such as any work over $5000 would require it. Can a handyman complete the work? Probably not...I am a homeowner and my house  was built before 1977 and let's say I have some dry rot to repair.  Can I do the work myself?  Do I have to hire a "certified renovation worker"?  Don't know doesn't' say.  If I am in escrow can my seller complete the work himself.  As a Realtor how can you advise your clients with such vague guidelines. 

You can see there is going to be many questions that need clarification. 

This is being enforced October 1, 2010. It is a Federal Regulation. It is due to children are still being poisoned by lead-based paint in their homes-leading to learning and behavioral disorders.

MY question is WHY DID I NOT HEAR MORE ABOUT THIS ENFORCMENT. WHY DIDN'T OUR ADOVACTE GET INVOLVED TO HELP US WITH DEALING WITH THE ISSUES? SO WHATS NEXT?
