You need to have a victim. It is my belief that more than half of the fraud is borrower initiated. Well trained loan officers should also step in a stop these attempts.
There is no one party in the game that does not share some of the blame. The consumer makes a nice victim and is easily swayed by politicians who are taking action to protect their constituents. Loan officers, title companies and banks are not sexy victims. We are the big bad wolf.
