My daughter's American Dream is about to come true.  She is buying a house in our hometown, Painesville, Ohio and will finance it through FHA.  I wanted to know EXACTLY what FHA inspectors will look for so I did some research.  This is the first time I've seen an actual checklist and I thought this information might also benefit you.

these are good in concept, but some of these guys are just RIDICULOUS!!!

We have had at least 2 ding dongs require:

1)  A screen on an upstairs window in order to get FHA approved

2)  and yes on a different property, a screen needed to be put onto a screen door in order to get the FHA approval.

Again, much like HOA and condo associations, GREAT in concept, but, some people just get a little too carried away.....

Ben, maybe you can answer this question.  This house is bank-owned and they will do nothing to comply with whatever the FHA inspection finds.  You mention the screen door.  The lower portion of the back screen is missing, so if the inspector deems this a problem it won't pass.  The bank won't fix it.  Can we fix it to comply?  Technically, we aren't allowed to make any changes before the house transfers, so how do we get around this?

HUD re-did the minimum property standards a few years ago.  Thebasic requirement did change to basically encompass safety, security and saleability issues.  All utilities must be on with all related systems funcitonson properly, no boken glass, no exposed wiring, no exposed exterior wood or peeling or flaking paint.

Cosmetic items do not call for automatic repair.  A window screen should be considered a cosmetic item and therefore not required to be addressed.

Rodney, thank you.  I am concerned because we are willing to do whatever is necessary for this to pass, but we can't do anything before the inspection.  Now that you mention is, there are two broken window panes and a bit of flaking paint on the exterior.  Will the bank work with us in allowing us to fix these things so it passes, or are they going to be stupid and let this transaction slip through their fingers?  What has been your experience?

If the house was built before 1978, then all flaking paint must be taken care of.  With the new Lead Base Paint law, any contractor must be certified for lead based paint.

Any broken windows will need to be replaced.

You can always submit a Request for Repairs to the bank to see if they will take care of any lender required (FHA) repairs.   If they accepted the offer with FHA financing, then there is a good chance they will take care of lender required repairs after the appraiser has given the report to the lender.

I would suggest that you sit down with your broker and discuss the situation.

Bob, thank you so much for the advice.  We're going to the house later today so I will look closely at the exterior paint.  Most of the house is sided, but the front and rear porches are not.  The house was built in 1915; definitely know there's LBP.
