South Carolina City Wants to Cut Off Water to Residents of Area That Does Not Want to be Annexed.

It appears that the city of Rock Hill, S.C. is threatening to cut off water to residents in unicorporated areas that are resisting annexation. Apparantly the city put in the water infrastructure at the developers request when the sub-divisions were built with the option to annex the areas at a later date.

However, it seems that the current residents are not in tune with annexation. They have hired a lawyer to represent them in the battle against the annexation. Whether because of this, or, in spite of this, the city of Rock Hill has said it will turn off the water to the areas. The city policy states that they need 75% of residents of an area to agree before they can annex those areas. So far, it appears that less than 20% of the residents are in favor.

Is the city trying to intimidate those against this move? From the outside, it appears so. Frankly, it appears to be a strong arm hostile takeover against the wishes of the taxpayers that will be affected. However, I am sure that members here familiar with the situation might be able to shed more light on the subject

I see a lawsuit to keep the WATER ON!!!  I suspect the town want's the LARGER tax base and the county does not want to loose it!!!

Hi Mike, Why are they forcing the issue if the people are paying double for the water, if they get the annex then don't they have to charge them the same rate as the citizens? This stinks and it seems like something should have been written better, up front, at the beginning of the process so that this never occurred. Now it sounds like the only ones who will "win" are the lawyers. Let us know if they shut them off, I am pretty sick of some of the movements the govt is making towards the people they represent are supposed to be representing.

Mike, I would think they would want to settle this, there seem to be a bunch of possibilities for going after the city if they do shut off the water.
