Insurance can be very confusing! Need help understanding it?

I have a technical quesion. I am a licensed real estate agent in PA. I am interested in obtaining an insurance license for property/causualty. Do I need to work for a broker like in the real estate industry? Or can I be an independent broker and work out of my real estate office?
