How is Northern Virginia Really Defined?

Depending upon your source, Northern Virginia can be defined in many ways.  Wikipedia states that Northern Virginia is "more of a functional name than a rigidly defined area."  The definition seems to change whether it is being defined for statistical reasons (U.S. Census Bureau or Office of Management and Budget for example) or by non-governmental organizations, business organizations, etc.

Since July 2008 I have published a contact list for real estate assessors located in Northern Virginia.  Knowing that many real estate professionals and those in related fields access assessment information on almost a daily basis, I thought it might be easier if someone compiled such a list.  The various assessors throughout Virginia contribute to this effort by verifying the accuracy of the data listed for their office, which is updated each year where necessary.

Recently I came across two reliable sources that defined Northern Virginia differently so when the contact list is updated again at the end of 2010 five new assessment offices will be added.  Online data reports by the Virginia Association of Realtors appears to include these five jurisdictions where the Northern Virginia Association of Realtors does not.  I'd rather error on the side of including too many contacts and letting the users of the data decide which entries to ignore.
