One is for the bare bones buyer who just wants to get into the house for the lowest possible amount that meets the FHA MPS (Minimum Property Standards) 

The second one is to fix this home with an updated kitchen and bathrooms or what the typical buyer might want to do. This is a great way to market those "hard to sell" homes or the ones with a little too much repairs needed for the typical buyer. It provides a larger pool of potential buyers for your properties.
