In a poll by Service Magic, http://www.servicemagic.com/rfs/resources/media/videosHome.jsp?link_id=6829 consumers were surveyed about their experiences with HOAs. Interesting items to note is the percentage of those that have had "all-out-wars" with HOAs 19% and those that would rather live with a neighbor who kept their property in a poor condition than have an HOA 54%.
Now although the raw data was not available the numbers create an interesting view of HOAs. Many consumers have had problems or are expecting problems, 38%. This being the case it is VITAL to have knowledge of your neighborhood's HOAs or community bylaws before your buyers signs the closing papers.
