This is an interesting and timely issue. My only question is what do they consider "out of line" for the document charge? I often see $250-350 for the statement required by lenders plus the copies of CCR's, By-Laws and newsletters.

I'd love to hear input from other people about this issue as well, especially as many HOA's are now "foreclosing" upon buyers for unpaid HOA fees.

Have you had a client in escrow that needed HOA documents only to find
the staff at the HOA unfriendly and unresponsive?

Have you also found that they have a 3rd party handling the paper work flow 
and that the charge for the documents needed to close are way out of line?

Many HOA's have found a loophole that allow our customers to be charged inflated fee's for
just copying documents.

C.A.R. is asking for your help to fight these issues.

Yes. The fees are ridiculous and most times the docs are dated.

This is such a pet peeve of mine.  Not just the cost, but the time it takes the HOA Management Companies to get the resale package out.  Especially since, as you pointed out, half the time they are barely readable.  What is it that takes so long to out together when you know they have photo copies and disks sitting around ready to go?  It takes what should be a simple housekeeping item and turns it into a pile of stress for everyone involved.

NOW * THIS is something that is an educational process with the HOA board members and possibly state legislators.  For too long, this has been a profit center for the HOA and it should not be.
