Rosslyn Re-Development

Would Rosslyn have been better served to have Rosslyn Commons, the new JBG project, be condos vs apartments? It seems Arlington is trying to re-develop Rosslyn into something more than just a commuters location, by putting two higher end condo developments there a few years back, improving the metro station and trying to get more restaurants and other night life in the area.  So, why build apartments, just like Clarendon, there seems to be a pretty good demand for condos in the region . . .
