For most people right now I think that is a major motivation!  Without big gains in appreciation, or even still falling prices, it is the benefits that owning a property that are driving people to purchase homes.

In Chicago, The landlord pays the broker's commission, but in some area, like NYC, the tenant must come up with first month's rent, one month's security deposit (or more) and the agent's fee.  This may be equal to closing costs!
