Natomas utility payments causing head aches--can anyone help?

I have managed Natomas rental property and other areas for nearly a decade.....I cannot seem to find an easy way to have the tenant pay the water bill.  In Natomas the water bill and garbage bill are combined.  The water usage is metered and varies.  It is itemized but still combined with the other utility bill.  The utility company will not put the name of the bill in the tenants name.  They also will not send out two separate bills--one to the owner or agent and the other to the rental address.  It is a logistic nightmare ever since water metering began here.  In the good old days the utilities were all fixed and the owner paid the bill.  Easy.  No more.  I am interested in hearing any ideas to make this easier if at all possible.

Designate that tenants are to pay bill within 5 days of billing from Agent/Owner and that deliquent bill will be considered unpaid rent and subject to late/notice fees for collection purposes.

Yes but I still have to handle the bill--it would be fantastic to bypass my desk.

Put the account # on a list and when bill comes in, have your accounting dept scan it for you so all you have to do is e-mail it to tenants with appropriate lease wording formula in your signature....keep scanned copy and and your e-mail on office server in a file for water billings
