Darn, no one else has commented yet so that means I have to take a risk of soundy silly for not knowing for certain. If this was my listing, I would casually ask the owner about it. But, since this a game....I'll try. Based on the grass on the ground around it, IT doesn't look like it has been in that spot very long - although there does appear to be a trail near it. Although I can't judge the size very well, it does look like you could put a round bale of hay in it in order to keep the hay off the ground. A small round bale??? The green thing looks like some sort of timed dispenser thing. It also looks like the green thing could possibly get lowered.

VERY interesting contraption. What is it?
