Greater Victoria is defined as including the municipalities of Victoria, Oak Bay, Esquimalt, Saanich East, Saanich West, Royal Oak, View Royal, Langford, Colwood, Metchosin, Highlands and Central Saanich--but excluding Sooke, Sidney and North Saanich.
