You are asked to bid when trying to buy a HUD Home like you would at an auction. All bids are submitted by a certain day, opened and generally awarded that day. Compared to other ways to buy distressed property, buying an FHA Foreclosure thru HUD is certainly the least stressful.
The purchase of a HUD Foreclosed Home must be handled by an approved agent that is part of a HUDregistered Real Estate Brokerage. If your agent is registered your in good shape. If not, then they must file and register with HUD and get a designated number that will allow them the appropriate key so you can have access to the house.
