While I know where you are coming from, I would like to present two things.
First, one of governments primary duties seems to be testing the law of unintended consequences. At all levels, it seems that legislators are incapable of seeing the results of the legislation that they propose.
Secondly, I don't know that it is a bad idea for an appraisal to be separate from the sale chain. There are already so many issues with appraisal, market value and loans that it isn't funny. Perhaps it is a good idea for an agent or broker that is also an appraiser to not provide an appraisal of a property they are listing or have a client buying. Of course, a CMA would be appropriate.
