Palmetto Bay Charges Park Usage Fee

People are ticked off. They're angry over the resolution passed by Palmetto Bay commissioners charging the public a fee for using Coral Reef Park.

The resolution passed last month and parents lost no time letting Palmetto Bay Mayor Eugine Flinn Jr. and the commissioners know how they felt about it.

Palmetto Bay now charges organizations that use the park a $15 user fee per member per season. Use of the park used to be free.

There are many youth organizations and sports leagues that use Coral Reef Park. One such group is Pop Warner Football and Cheerleading. They're a non-profit group that has used the park for the last 4 decades.

Critics of the resolution argue that funding for use of the park is already in place in the form of property taxes. With the new fee they are, in essence, paying twice to use the facilities.

Village commissioners see things slightly different. They claim that groups such as Palmetto High School and the YMCA already pay a usage fee, so why not everyone else? Especially Pop Warner, since many of their members don't live in Palmetto Bay.

When CBS4'S David Sutta asked the Mayor if residents would get a tax break now that a user fee is in effect Flinn replied, "I don't think it makes that big of an impact. It's a very minor impact."

And to think this is all because of reduced funds due to the tax relief efforts started up in Tallahassee. The tax relief which has been waylaid and seems to be in need of resuscitation efforts. I haven't seen any tax relief. Have you?

The result?... kids and their programs suffer.

Hi Maggie:  I am sorry, but a resident having to pay a fee for using a city park that is in the same city that they themselves live in... and pay taxes in... makes no sense.  If that person lives there... they already pay for city services and for the use of city-owned facilities.  It would make just about as much sense as the city fire department answering a fire alarm in the same city... and demanding the home owner write them a "tax fee" check before they turn on their hoses.

But... I have heard the same nonsense that people without school age children who complain about having to pay school taxes... because they don't have children in school.  Although I see how they think that makes sense... it just doesn't fly.  Good schools benefit all the citizens of that city... whether or not they have children who use the schools.  Sorry to be so wordy.   Thanks for sharing your post...

Karen, no need to apologize for the length of your comment.  It is very much appreciated.  I agree that it is ludicrous to make folks pay for using the park.  Your point with the firefighter is right on!

just a reaction...

1) to the potential of losing funds due to tax reform... I have no clue why the money needs to be diverted to stupid projects instead of parks but I'm not in office.... there are questionable calls all the time in politics

2) to the other cities charging fees so all their residents run to the next town over for free.... Boca did such a thing with their dog parks... you have to be a Boca resident to get a parking pass to enter the park and the pass costs money!

David - I guess it just saddens me to see that what I thought, as a child, was a right everyone should have, is tied in to being able to afford it.  $15 may not seem like a lot to some, but there are people out there whose daily struggles make even that amount impossible.  It's a shame.

Your comments drive the  point home thay we should all be involved in community meetings speaking out when it's called for.  I need to step up to the plate in that regard myself.
