What's Wrong With This Picture? Electrical Grounding

Answer: Plastic Is Not Conductive.

The electrical service ground wire is properly attached to the water service pipe, as it should be. However, look closer and you will notice the copper piping is then connected to what appears to be plastic polybutelene or ABS piping. This type of plastic material will not conduct electricity to ground. This setup is invalid and while technically bonded properly, is not performing the design function intended.
