Wenatchee and Chelan Home Inspections- It passed the building inspector.

As home inspectors we are not local building inspectors. We do not have any real authority other than making observations, recommendations and providing information.

But like the local building authority we do need to have knowledge on codes and building practices.

I live and perform home inspections in an area where we have much dryer climate than much of the rest of the state. But that is not an excuse for not doing things right, by code and/or good building practices. Many times I see short cuts taken and I hear “well this is not the coast… or we have been doing this for “how many” years.

As a home inspection service I see homes after they have been in their environment for 2, 5, 10, 20  years or more and I can tell you many times those short cuts come back to roost and will have an effect on the home. This leaves the home owner or buyer to deal with the situation and the cost many years after the builders have hung up their hammers.

Here is an example of a home that has just been completed.  This is from the final report prior to occupancy.

Of course I called this out but I see this same thing so many times it makes me really wonder.

Just for the record here is the IRC Code for grading.

R401.3 Drainage.

Surface drainage shall be diverted to a storm sewer conveyance or other approved point of collection so as to not create a hazard. Lots shall be graded so as to drain surface water away from foundation walls. The grade away from foundation walls shall fall a minimum of 6 inches (152 mm) within the first 10 feet (3048 mm).

Exception:


Where lot lines, walls, slopes or other physical barriers prohibit 6 inches (152 mm) of fall within 10 feet (3048 mm), drains or swales shall be provided to ensure drainage away from the structure.

That is really too bad about your home. Roofs are the number one line of defense for the home. I see way too many bad practices on roofs. I do not know what your inspector saw or what the weather was like, but I will comment that there was apparent leakage at some point and without it raining at the time of inspection or very recently we can only speculate in many cases. But if your was leaking as you stated I am sure there was many signs available that should of thrown a red flag up.

Inspecting in the St. Louis area. we have over 90 different municipalities and they all have their own interpretation of the "codes". Over the last year or so, I have lost faith in the municipal inspector.

I have always noted the safety type items knowing that they will most likely be addressed by the municipal inspector, but now I am not as confident. It seams that in these times of tight budgets, the old guard has been let go in favor of the new kid who can cram 15 inspections in on one day.

Awesome!!    As an agent for my buying clients I go to the inspections EVERY TIME...  Recently over here in Vancouver Washington, on a new construction home, my inspector caught 6 vents that were at grade or slightly below, that needed Wells around them.  Additionally there was water in the crawl space and we hired a 3rd party drainage specialist (not the builder's guy) to remedy the problem.  This same new house, had to have about 20% of the roof redone!

Many years ago, in a PARADE OF HOMES purchase in seattle area (my personal home), there was so much WATER and springs under the house, it took 35,000 to remedy the problem (S).   This was before I became a realtor, and part of my process in choosing to represent buyers.  They need good agents and good inspectors, regardless of where they are or the climate they live in.

Dan, Where I am they are pretty good on the life safety issues. But I see a lack of enforcement in some basic stuff such as lot grading and damp-proofing. There will be things missed due to how the system is. This is why it is so critical to have a very thorough home inspection on new homes. If  someone is having a home built having an independent inspector to perform phase inspections would well worth the money.

Gloria, I have called that exact same issue out several times on new/very new homes. If builders would add 8" to their stem wall so many issues could be avoided. Kudos to you also for looking out for your clients.  I am not here to beat up builders/ sub contractors but if they can not police themselves then they will have to deal with Home Inspectors calling out issues.

I think it would be proper that all of us in the industry strive for higher standards, this is from builders through inspectors and Realtors. We can all help each other and deliver better homes for everyone.

Grading is a problem that will come back to haunt the buyer in so many potentially awful ways.  Besides what should get caught and doesn't there is the fact that many builders buy the cheapest of everything which will cause no problems at inspection but will also come back to haunt the homeowner down the raod.

This is so true. I try to counsel my clients with the use of composite materials so often that maintenance is even more important. And like you state when other things are not done properly they can have a greater overall effect on the structure.

I have 10 pages of text for dealing with basement water. It starts with the least expensive measures. Number 2 is ground sloping away from the foundation. #1 is roof water control.

You are so right. Control of roof drainage and site slope is the fundemental control method.

I rememeber you said that you have a book you give your clients on the home. It this somthing you wrote? I give my clients a guide and generel information on homes. I am thinking about writing someting for my clients.

Many times the inspectors (AHJ) are looking for life safety and various items that is hot on there list. But I think grading should really have a higher priority. It too many times has a very negative effect on the structure.
