With the $2.5 billion project 47% complete, a logical question is, "Why wasn't this information available years ago to provide a more accurate overall cost picture?" The question has validity. The last estimate was prepared in 2007 and very preliminary, much like previous capital cost estimates. 

Silver Line operational numbers will be released this fall, two years before Phase I service becomes operational in late 2013/early 2014. They may be sobering; not what local and state governments that pay the bills want to hear.

Hopefully WMATA's initiative is a sign that new Board members are making a difference and that the Board is heeding the Greater Washington Board of Trade andMetropolitan Washington Council of Governments WMATA Governance Task Force recommendation to focus more on big picture management and less on day-to-day micromanagement. (Click here to read the Moving Metro Forward report.) 

We can't go back. Woulda, coulda, shoulda exclamations about the past feel good, but change comes only by demonstrating lessons have been learned.
