Down here in South Florida there is an investigation into fraud that recently was discovered.  The company in question is Sky Development Group and spans the state of Florida and possibly goes beyond.  The details of the elaborate scheme are still being discovered and more and more victims are being added to the list almost daily it seems.

So what happened?  Well the allegations are coming forth as are the details and what is unknown is whether or not the owners of the company had been planning this for a while or was it a last minute effort to deal with the cooling real estate market.  One thing that has become clear is that their tactics folled retirees, seasoned real estate agents and big companies.

The allegations coming forth claim Sky Development Group forged deeds and sold more than $1 million worth of property in the Citrus Springs development that it never owned (Citrus County).  Additionally, they took millions of dollars for land without turning over the property to the buyers.  They referred buyers to a fake title company owned by Natalia Wolf, one of the owners of SDG, and she closed the land deals.  SDG also took money for new homes that never were finished and some were never started.

One Miami real estate agent was quoted as saying that everyone believed them and bought their scheme.  This agent had personally sold over $500,000 of SDG property and even bought a lot for himself. 

The owner of the building housing their office reported that SDG had not paid its nearly $9,700 monthly rent since June and the Citrus Springs community center office was abruptly vacated in August. 

SDG was based in North Miami (you know, one of the areas leading fraud lists), but had projects spread throughout the state and possibly in Texas and Arkansas.  They are believed to have started projects in St. Augustine and Palm Coast. 

The victims list is too numerous and sad to list here, but some details need to be shown.  The title company used was All Title and Trust, which dissolved in August.  That company was where the monies were sent and are now missing.  There is no record of the company even existing, according to Florida Office of Insurance Regulation, which licenses all title companies in Florida.  This shows you need to at least do a license search with your state's issuer to confirm the company is licensed. 

Their scheme and their manners were so good, they even fooled the police.  One victim called police who then interviewed Natalia Wolf in Septmeber and found no evidence of illegal activity.  Natalia was very professional and very reserved during the interview.  After the victim's refund check bounced, the return to the office was met with unlocked doors leading to an empty office, as was the home the Wolf's lived in.

How vast was their scheme.  It is unsure as more and more victims are showing up, but the Citrus County records show SDG owns 345 parcels assessed at over $9 million, but it is unknown if the deeds are legitimate at this time.

I'm agree Jason's comment, they should put all that energy into something legit. It's unbelievable.
I'm just a county north of you and while I was appraising in the boom of 'I saw a lot of funky stuff. It's kinda scary to have to be an appraiser and a detective at the same time.
Good to know there are people like you in the biz down where is S. FL. :)

Jeff...You are right, schemes like this will always be around.  The point of the post is to show that even the seasoned pros and police are getting fooled, so exercise your own due diligence.  If each AR member learns of all types of schemes, we can protect our clients better.  Thanks for the comment as always.

TLW...That name has not shown on this case to my knowledge.  This seems to be the Wolf's only, although there is no evidence of the man's existance anywhere, so who knows.  Natalia fled to Germany the last trace I heard (October).  She had a acquired German passport.  There are a few other cases that I am reviewing now and may post on.  I will let you know if that name does come up.  Thanks for the comment/question.

Clearly the criminal penalties are not stiff enough to deter people from engaging in this type of activity. Identity theft and shell companies created to harbor criminal schemes are so pervasive and have such hideous affects on the victims.

William...The penalties can be rather large fines and/or long prison times, however noone these days seems to sentence criminals to the max, and some basically leave with little or no punishment.  IMO, the penalties are stiff enough, just our legal system doesn't enforce it strong enough.  Thank you for your comment.

Criminals will find ways to steal and cheat, they always have and always will.  I have been saddened to see that home builders too have been implicated recently is similar scandals.  Paying dollars outside of closing, inflating appraisals, changing names monthly to dodge customers ... It is very sad for all of us.

I hope public awareness and shame can start to lift the masks off these types of characters, just like the child predator laws have done in many states.

Kaushik...Reputation is a good point, long term service I feel is not as strong since you could end up with a company that has been around a while that still has crappy service.  It is a fairly good way to avoid fraud though.  I am not sure how long they were supposedly in business, I will try to find that info out and post it later.  Thanks for the comment.

Robert, And to think they only catch a very small percentage of fraud. Fraid is every where in Real Estate. It's major problem. Some of these guys don't even try to hide it. There are actually seminars that teach mortgage fraid. They call it creative investing.

Kristal...The problem is that they can keep doing it until someone finally realizes they got screwed.  That could be quickly, or it could be a long way down the road, several years later.  When someone finally complains to the right people, the investigation starts and they will eventually get caught (unless they fled the country already.)  Thanks for the comment.

Craig...Criminal minds do find loop holes or create more elaborate schemes to try to fool people.  That will continue I am sure, but we, as real estate professionals can help prevent them from occuring if we remain vigilant and educated on their tactics.  Thanks for the comment.

Angela...Which paper was that?  The Herald?  South Florida is full of this kind of stuff, so I am actually weeding through the "normal"stuff and trying to highlight ones we may have never seen before.  I doubt we will ever get rid of it, but we can assist each other in spotting it and protecting our clients.  Thanks for commenting.
