It means the home occupants have violated town ordinances and the owner has been probably levied a fine. With many URI students renting off campus in Narragansett, it is a two edged sword here- on one hand the number of home rentals keeps the town's taxes low (less education expense) and on the other hand the students do like to party and may disrupt quiet neighborhoods.
