There are a few different options in this situation. The first is that many For Sale By Owner properties are actually listed in the MLS. They hire an "entry only" agency to list the property for sale in the MLS. More often than not, a commission is offered to a buyer agent who brings a buyer to the table.
Others who are selling their home as a For Sale By Owner are also quite willing to work with a buyer agent. They are still paying less in commission than they would if they had their property listed with a listing agent.

Finally, if the Seller is not thrilled with the idea of of working with a buyer agent, the other two options are to either just put the buyer agent commission into the offer or to have the buyer pay the buyer agent directly. Neither one of those are my preferred way of handling a for sale by owner property since I do not like to have my commission to be part of the negotiations, nor is it customary to have my buyers pay my fee. However, they are both options that have worked out.
