Arlington, Virginia is saying to residents “Please Stop Smoking” with signs in public parks. Unlike most states Virginia doesn't allow cities to legislate without their approval. The city has been trying since 2008 to get smoking in public parks banned.

While there is no law against smoking in a public park county officials are taking matters into their own hands and starting a campaign to encourage people to stop smoking. 13 signs will be installed in public parks that read “Please, No Smoking.”

The please is important because it’s not a law but, simply a suggestion. No Smoking

It was just 2008 that the county board used the power of suggestion to local restaurant owners in regards to banning smoking. At the time it wasn’t a state law (it is now) for no smoking in restaurants. It was well received by owners and many did ban smoking from their restaurants. It was later passed by the state for smoking to be banned in all Virginia restaurants.
