203K Inspection (Lancaster)- same as a Home Inspection?

I have worked with a number of clients in Lancaster, PA both as a 203K consultant and as a home inspector and I often get asked,

"Is the 203K inspection is the same as a home inspection?"

 

A 203K inspection is not the same as a home inspection.  They differ in several ways:


Scope of Inspection

As a 203k inspector, I inspect according to minimum HUD standards.  addition 203k

The 203k inspection report list the required repairs needed as part of the 203K loan, the repairs I recommend the client take care of, and the client's desired repairs and upgrades. 

If I see a leaky roof or if the property has a failed septic, those are examples of required repairs.  A repair I might recommend is improving insulation.  An example of a desired repair by a client might be a kitchen upgrade or an addition.

The home inspection is a more in-depth inspection and the home inspection report will cover the condition of the home's heating and central air conditioning systems, interior plumbing, electrical systems, the roof, attic, visible insulation, interior and exterior walls, ceilings, floors, windows, doors, the foundation, basement, structural components, and more.

 


Cost

A 203k inspection starts with a feasibility study.  This costs $150 plus mileage.  If the client decides to proceed and they qualify for the 203K program, the next step is the work study.  The 203K Consulting Fees for a work study vary based on the cost of rehab work. 

A home inspection's cost is based on the size of the home.  For a single family detached home, it's approximately $350.

A 203k inspection takes about an hour.

A home inspection takes 2 1/2 to 3+ hours, depending on the condition of the home and the amount of questions the client might have.


Purpose

A 203k inspection's purpose is to identify minimum HUD standards and create a list of required and desired repairs as well as determining cost estimates for work to be completed.  You would only get the feasibility study and work write-up if you were interested in an FHA 203K loan.

A home inspection is an inspection that anyone can get (buyers, sellers, banks, etc) and looks at not only the condition of property but also maintenance needed to keep the home in good shape.  Most of my clients in Lancaster, PA are getting home inspections prior to purchasing a home and as part of the Agreement of Sale contingency.

 

I highly recommend getting a home inspection in addition to a 203k inspection to fully understand the property you are purchasing.  However, most of my clients under the 203K program only get the 203K inspections which are the feasibility study and work write-up.  Whether you wants to have both a 203k inspection and a home inspection is a personal preference.

The one's that I've seen are performed by ?? No one ever has given the buyer any credentials on who did the 203K report. In fact, there are so many errors on the report I think they are worthless.  In IL, we've had one that I recently closed where they said they tested the water which they couldn't have because there hasn't been a meter in the house for a year. The village took it & documented it. When we closed on the house, we found broken pipes in the floor in the kitchen area. Thankfully the buyer added that into her repair costs with her contractor.

Just want to be sure that buyers understand that's it's totally different than a regular home inspection. Not even close.

Lyn-  good points.  These 2 inspections are completely different.  It's the buyer's choice to do one or both.  I always recommend both of course to protect the buyer, but the client doesn't usually want to spend that extra $300+ (which can save them thousands)!

David, in Florida not any home inspector can be a 203K inspector. It required a special certification.

Excellent post, David.  Many of our home buyer clients are using FHA 203(k) financing to purchase lender owned foreclosures, short sales and estate properties that have deferred maintenance or repair requirements. This is wonderful financing since the cost of the improvements can be included in the mortgage loan and still have the low FHA down payment. FHA does have a 3.5% minimum cash requirement and that makes FHA a favorite for those with limited cash resources.

Adrian- the 203k program is a good thing to have in your back pocket if you come across a property that needs work (and maybe too much work for a conventional mortgage)

Kwee- yes, that might be nationwide.  I had to get certified through HUD.

I am in Florida performing 203k's in a 10 county area and I am a licensed home inspector for over 15 years. The 203k inspection will suffice for a home inspection with no problems. I charge 500.00 for a rehab up to 35k and 700.00 over 35k. The report has a narrative that is good for a home inspection report. There is no difference I inspect the exact same things and report on all these. ( just think of this I can provide the buyer with a home inspection on a napkin, as long as my license number is on the napkin. ) I have performed hundreds and there is not way a buyer/borrower needs to spend the extra 300.00 for a home inspection

If you are doing a 203k consultation and it last one hour you have no clue as to the report that will be presented. 203k Consultations are the exact same as a home inspection and the borrower/buyer needs to know what the results/determinations/ and fixes as presented to perform in the rehab project. A 203k shows what is needed to repair/ fix the home and the home inspection is the negative what is wrong with the home.
