Susan, Well isn't that nice! Not all of our towns have paid parking, but those that do always seem to find me and give me a ticket for going 2-5 minutes over when having a haircut in that neighborhood.

Hi Susan - Free parking encourages a lot of people to go browsing and then hopefully buy something.  Especially out-of-towners who are visiting for only a few hours.
