Why are property taxes lower? Just because the homes are less expensive?

Russel: The assessment bonds, (Mello Roos) are higher in the newer area. Nothing to to with price as the assessment bonds don't change with the price only the base tax or General Levy of 1.1% changes with the value and or price when it is purchased.
