This program is specifically geared for the low-medium income first-time homebuyers who wish to purchase their first home in Simi Valley.  I like this program because the Simi Valley city administrators for this program are not only the easiest ones to reach but they are also some of the friendliest ones to talk to and deal with.

The program is available to those who have not owned a home in the last three years.  Single parents who owned a home while married and displaced homemakers may qualify even if they owned a home in the previous three years.

Program eligibility will be based on total household income, a housing cost ratio not to exceed 35%, and a debt-to-income ratio not to exceed 45%.

  • The primary loan must be a fully amortized loan. No interest only loans for the first trust deed.
  • Buyers must occupy the unit as their primary residence.
  • A portion of the proposed $50,000 per bedroom subsidy may be used for necessary repairs to bring the property into compliance with the City's Housing Quality Standards (HQS).

Donne -- I thought this was a typo when I first read the amount  --- $200,000 -- in light of California's financial situation and the CA Supreme Court ruling regarding redevelopment agencies, I wonder, like Lenn, what is the source of this money?

Lenn - The funding comes from several different sources.  A portion of the funding comes from the City of Simi Valley as a part of their long-term goals and plans for increasing homeownership for low-medium income residents.  Simi Valley (as well as Ventura county) is considered a high-cost area and in the 15yrs that I have been a resident here, there has been a lot of press about how so many Simi Valley employees can't afford to live here, thus the measure to make that happen.

While the funds from the City of Simi Valley come from tax revenues, the remainder of the funds come from state & county affordable housing agencies that are chartered through tax-exempt bond programs.  The state and county agencies are self-supporting agencies that are not funded by tax dollars.  

Adam - I work with a lot of dpa programs and this one is my fave.  Not only do I get to put buyers in my hometown but my clients get some wonderful homes.

Jane - It's funny you should say that.  Within 20min after I put this post up yesterday, I got a call about someone asking about it.  I am now in the process of getting someone pre-approved.

Michael - See my answer to Lenn.  As for the State of CA, yes the state of many of these programs are in jeopardy of losing funds.  For several years now, every year their budgets are getting smaller and smaller.  However, with this particular program, a large portion of the funds come from the City of Simi Valley through their tax revenues as a part of the city's long-term goals and plans to increase homeownership in Simi Valley.  The other portions of the funds come from self-supporting agencies that receive funds through tax-exempt bonds.

Micheal - "who qualify" is the key phrase here.  While this is a great program, it's not easy to qualify, there are many requirements that applicants must meet like very stringent dti ratios, credit requirements, dp requrirements (they must have their own funds) and income levels.

Morgan - And that is the whole purpose of this program - to increase homeownership in Simi Valley.

Shay - See my answer to Lenn & Michael above.  The funding comes from several sources: city, county & state.  It's been around for awhile now (ever since I started my mortgage career in 2002).

Rosalie - See my answers to above about where the money comes from.  As for this home, it is 399k, which is pretty much the average price range for a nice 4bd home in Simi Valley.  As mentioned in my post, a borrower could receive up to 200k; for this home a borrower would receive 181k.  In order to receive the full 200k, the property would have to be the max sales price of 418,600.  Anything less would receive that much less.

On another note, I wanted to comment on one of the sources for this program.  Because of the state of CA fiscal issues, the state is infamous for confiscating funds from city and county agencies for those city's and county's programs and projects. 

Several months ago, the state tried to abscond with some the funds from this Simi Valley program and the City of Simi Valley responded with suit against the state.  During this time, all of the pending escrows were put on hold.  However, the City of Simi Valley prevailed (escrows proceeded) and the state got very little of the programs funds. 

Will the state try and steal more money from the program?  Probably but I have no doubt that the City of Simi Valley will continue to fight to keep their own funds that have been allocated to increase homeownership in our city.

Mary - It is a wonderful program for low-medium income residents to be able to purchase their first home.  As for the state of CA and their attempts to abscond with the city's funds, the city prevailed this time but I'm sure the state will be back.  No doubt in my mind.  The state is broke and they've been pulling this same crap on cities and counties all over the state for years. 

Luis - It is a great program but it's not easy to qualify for.  If I remember correctly, I think I read about the Inland Empire having a similar program.  If I remember correctly though, I think the Inland Empire program was funded with NSP funds.

The other portion comes from the City of Simi Valley in order to fulfill their long-term goals of increasing homeownership for low-medium income borrowers, many who of which who work in Simi Valley (police, fire, medical, etc.)  Yes, this portion of the program comes from Simi Valley tax revenue.  As for whether or not it's fair?  If a resident doesn't like some of their tax dollars funding increased homeownership, they're free to go live somewhere else where the city doesn't care if it's own employees can live where they work.  JMHO

I'm curious about some of the details of the program. Does any house within the price range qualify? What happens if you want to move in, say, 8-10 years? Are you able to just sell the house and return the loan to the city?
