The time limits for your application is between Jan 1, and March 1.
Make sure you read the website information. It will tell you what to bring with you for qualification.
Another tip for you is to do a follow up after you have gone through the sign up. Double check to make sure they got it right. I just talked to a customer who said they signed up for it last year...but did not receive it. Apparently, it was not recorded. So after you do it...follow up a few weeks after to ensure it was done correctly. You shouldn't have to..but it wouldn't hurt either. It is an easy thing to do.
