As in "take time to smell the roses" (or the coffee), this sign cautions against

moving through life too quickly. Actually, many cars can't coast as slow as

2 mph without stalling. This is a walking pace. Maybe they should

have said what they really mean - no cars or trucks allowed.

Nevertheless, a slower pace occasionally is a good thing.
