Who is using a promotional video (DVD,CD,online, etc) in their pre-list packets and how did you make it? I guess I'm looking for an idea of cost and quality level of the video. Do I hire a professional for the video? How long should it run? What am I looking at spending to get it made and copied? I'm thinking of something that has the feel of an HGTV show with me maybe giving instructional info and a personal brochure type video as well. Thanks for any input...

2 options I can tell you off the top of my head.
1. Hire a videographer in your area. Between the cost of the daily 'Commercial shoot' and post processing of about 5-10 minutes~ ballpark is about $5k
2. Get a VT CD of all your listings and include it as a "promotional CD" in your package. It shows how you have marketed your past listings. Very impressive to sellers. Cost depending on number of tours ~ $250- ?
You should be able to find a Videographer (maybe someone who does weddings or something?) in your area. Locally, I use Nashua Video Tours, which specializes in high definition real estate video tours.
