Effective for all new registrations, maximum financing LTV/CLTV will
be reduced by 5% for any transactions where the property falls in a declining market.

A property is considered to be in a declining market if:

· DU findings return messaging stating that the property is in a declining market, OR

· Appraiser marked home values as "Declining" in the neighborhood section of the appraisal,

OR

· The property is in one of the counties defined as being in a declining market.

Product: Agency 30-Year Fixed

Purpose: Cash-out Refinance

Location: Orange County, Florida

 

Orange County, Florida is on Flagstar's Declining Markets list, so the declining market policy is in
effect. Maximum financing for a transaction like this is typically 90% LTV for an owner-occupied,
single-family residence without subordinate financing. Since the property is in a declining market, the
maximum LTV is reduced to 85%.

I've noticed that it greatly depends on the lender on what method they use to determin if the subject property is in a declining market.

I can see why Flagstar would put a policy like this in place, my only question is how often the list is updated and what does a county have to do to get off the list?

It may vary slightly from lender to lender, but you can bet that if you are in the big three, CA, FL, and NV, or if you have seen property values go up 40% or more since 2005, you are going to make some lender's list.

As a lender I hate it as much as you guys. It hurts the refi business as well.

I think this boat will get turned around in 12 to 18 months, but that's just my thoughts.

I would point out that there may be areas both included and omitted that are far from Metropolitan areas or lack info.  I live in Delaware and most of Sussex is declining, but not on the lists.  Also I have done appraisals in Kent county that is listed as declining but found documented appreciation and an overall healthy community that I would not consider declining.
