The Good Neighbor Next Door program from the U.S. Department of Housing and Urban Development (HUD) can help you do just that.

This program and loan is designed to help revitalize neighborhoods by giving a discount to people that provide essential community services.  By encouraging Teachers, Police Officers, Firefighters and EMTs with the Good Neighbor Next Door Program, HUD helps place community role models in these changing neighborhoods.

The 50% discount on the home is tied to a commitment to live in the property for at least 3 years.  If you live in the property for the required 3 years all the appreciation is yours.  HUD does file a "silent second", no interest or payments due, to secure the terms of the discount.  If you qualify for any FHA-insured mortgage program, your Downpayment is only $100 and you may finance the closing costs.

Who is Eligible?

Law Enforcement

Police Officers, Cops, Highway Patrol, Sheriffs, any law enforcement officer employed full-time by a law enforcement agency of the federal government, a state, a unit of general local government, or an Indian tribal government; and, in carrying out such full-time employment, you are sworn to uphold, and make arrests for violations of, federal, state, tribal, county, township or municipal laws.

 

Teachers

Full-time Teachers employed by a state-accredited public school or private school that provide direct services to students in grades pre-kindergarten through 12.  The home you are purchasing must be in a neighborhood serviced by the school you are employed by.

 

Firefighter / Emergency Medical Technicians (EMTs)

You must be a full-time Firefighter or EMT employed by a fire department or emergency medical service responder unit of the federal government, a state, unit of general local government, or an Indian tribal government serving the area where the home is located.

 

You do not have to be a First Time Homebuyer to be eligible for the Good Neighbor Next Door Program.  You can't submit an offer if you have owned a home in the previous 12 months.

If you do not live in the home or must sell it before the 3 year requirement, you will pay back a portion of the assistance based on the time remaining. (formula: x/36, x =36-"months lived in property")

Joanne - If you work for the School District you may be eligible. It will depend on your position.  Generally administrators are eligible.

Hi Nate,

I live in NYC and am a teacher.  There are not many HUD homes on Staten Island where I teach.  In fact, there is only one.  Is HUD the only way I can take advantage of this program?

What if I am considered law enforcement but not a sworn peace officer?  As in, I am a prosecutor.  Do I qualify?

NYC Teacher - HUD homes are the only properties that are available for the program.  They must also be located in a designated area.  Check the list of properties often as the window for the Good Neighbor Next Door Program is the first 5 days of the listing.

If your employer can certify you meet the above statement then you would be eligible.

Warning: Falsifying information on this or any other form of the Department is a felony. It is punishable by a fine not to exceed $250,000 and/or a prison sentence of not more than two years. Failure to adhere to the residency and resale requirements may result in administrative sanctions being taken against the Law Enforcement Officer / Teacher / Firefighter / Emergency Medical Technician.

Hurston - The new Homeowner rescue plan will not have any impact on the GNND program.

Curious - While you can not switch to the program you could change the financing on your current home to conventional. (Only one FHA loan allowed) Then buy a New Eligible home as your primary residence.  You will need to meet the requirements for the GNND program to be eligible.

I am an investor and I have a house for sale  in a revitalization area.  I have a potential buyer who would qualify for a good neighbor loan he works for the same school district the house is in.  Can he qualify for a GNND loan and buy the house from me....or does it only apply to HUD owned/REO properties on their books??

Is their any other programs that might work for me to sell this house??

Janet - Great question.  The GNND Program is specifically for HUD owned Homes, but there may be other programs that provide benefits to help people purchase your home.

In California Teachers may also be able to benefit from assistance from CalSTRS and CalHFA. Local Cities and Counties may also extend benefits to help people who want to purchase your home.
