Charles~ You've got me stumped. Can't decide what room in the house that would be. It looks like tile, so I would guess kitchen or bath. I've got know idea what it could be. You know I'll be back to find out!
Charles -- since no one else is guessing, I will go out on a limb, and guess that it is in the kitchen and that it is the condensation vent for the dishwasher.
You have to love retro to appreciate homes of mid 20th century =]

Paul, the ones today are nowhere near made this well---not that they actually need to be made better than this----I wonder which uses more natural resources? Of course that is "real chrome" so I think we have our answer :)

While a couple of guesses are close---they just miss on a technicality :) The correct name for the thing is an "air gap device." In this case it is for the dishwasher. Here is a picture of what it looks like inside---with the cover off.
The thing is all solid brass and copper with real chrome finish. With the scrap from this thing you could probably buy 3 of the plastic ones---but why would one want to---this one is a beauty.
What's an air gap device? NEVER see those out here.
